Jeffrey Ultee

Chair

Jeff Ultee is a Transit Planner at Jacobs. He has been part of YPT since 2012. Baltimore marks his fifth chapter as a member and his third serving on the board. He has resided in the city since 2022. He is a highly technical person with a passion for promoting multimodal transportation and sustainable living. He values YPT as a place for local transportation professionals to interact regularly and build relationships. He looks forward to utilizing his YPT experience in reviving the Baltimore Chapter.

Sankalp Swami

Deputy Chair

Sankalp Swami is a dynamic professional at the forefront of traffic engineering, currently serving as a traffic engineer/Transportation Business Analyst at Rossi Group. Holding a Master’s Degree in Transportation Systems Engineering from NC State University, he is further enhancing his capabilities with a second master’s degree in data science. Sankalp’s diverse skill set enables him to address intricate issues at the nexus of transportation and data analytics with ingenuity and accuracy. With extensive experience in ITS and traffic safety, he maintains a fervent enthusiasm for adopting new technologies and continuous learning.

Patrick Brown

Director of Programs

Patrick Brown is a transportation analyst working for Kittelson and Associates, and specializing in concept design for traffic calming and pedestrian/bicycle infrastructure

Rashaun Bennett

Director of Communications

Rashaun Bennett is a Regional/Community Planner in the Transit Baltimore office of Jacobs, where he channels his passion for expanding transportation options in urban communities. A member of YPT Baltimore for the past two years, 2025 marks his first year serving on the Board. Rashaun is excited to help strengthen connections among Baltimore’s transportation professionals and foster a more engaged, inclusive community. Outside of work, you’ll likely find him biking or running along the Gwynns Falls Trail, catching a show at a local theatre, or hopping on an Amtrak or MARC train to Philly or D.C.

Harsheeta Gupta

Harsheeta Gupta is a transportation planner dedicated to improving mobility, accessibility, and the overall rider experience. As a Senior Consultant at WSP, Harsheeta is currently embedded with the Maryland Transit Administration (MTA), where she serves as a Transit Program Manager. She has over seven years of experience leading projects focused on customer experience, real-time information, and sustainable transit initiatives. Her work blends technical expertise with cross-functional collaboration to deliver practical, rider-focused solutions. She brings a thoughtful, data-driven approach to advancing public transit systems and fostering equitable urban environments.

Harsheeta holds a bachelor’s degree in Urban Planning from CEPT University in India and a master’s degree in City and Regional Planning from Rutgers University in New Jersey.

Lulu Jiang

Director of Administration

As Director of Administration for the Young Professionals Transportation Board, Lulu Jiang is dedicated to advancing professional growth, fostering meaningful engagement, and building inclusive networks within the transportation community. She is passionate about supporting emerging leaders and bridging the gap between research, policy, and real-world implementation.

Lulu holds a Ph.D. in Educational Leadership and Administration, which underpins her expertise in organizational leadership, strategic planning, and stakeholder engagement. Her approach integrates strong operational management with a commitment to continuous improvement and innovation.

Help lead our chapter’s outreach, manage social media, and elevate our brand.

Co-Director of Programming

Plan and coordinate events that engage, educate, and connect our members.

Director of Large Events

Lead the planning and execution of major chapter events throughout the year. (Help us bring back the TranspoCamp.)

Director of Collegiate Affairs

Strengthen relationships with local universities and support student engagement.

Director of Inclusion

Champion diversity, equity, and inclusion initiatives within the chapter and our events.
